CEBU CITY, PHILIPPINES — The Department of Transportation (DOTr) has announced a leadership reshuffle in the Land Transportation Office (LTO), effective immediately, under Office Order No. 2026-089 dated March 6, 2026.
Wendel C. Dinglasan, who previously served as the acting director of LTO-MIMAROPA Region, has been appointed as the new regional director of LTO-7. He succeeds Francisco “Franz” Ranches Jr. who is now designated as the acting regional director of LTO Mimaropa Region.
Ranches has assumed as LTO-7 acting regional director last January 26, 2026.
In addition, the following key reassignments were made:
1. LTO-7 Assistant Director Arturo Apolinar is appointed Assistant Regional Director of LTO-MIMAROPA Region; and
2. Lance Bryan L. Tan, is designated as acting director of the Traffic Adjudication Service.
The order directs the reassigned officials to immediately assume their new duties and perform the responsibilities on their designated positions.
While Ranches and Tan will be entitled to all benefits and allowances associated with their new designations, their basic salaries will remain unchanged, in accordance with existing budgeting, accounting, and auditing rules.
The processing of benefits and allowances will be automatically handled by the LTO’s relevant divisions upon submission of the required certification.
All offices and services under the LTO have been instructed to update organizational and human resource records to reflect the new appointments. The order also cancels or amends any prior issuances inconsistent with the new designations.
The reshuffle was signed by Acting Transportation Secretary Giovanni Lopez, citing it as “in the best interest of the service” to ensure continued efficiency and strengthened leadership across the agency.
