CEBU, PHILIPPINES — Cebu City Mayor Nestor Archival has opted not to respond directly to Vice Mayor Tomas Osmeña’s criticism over his absence during the city’s West Philippine Sea Victory Day celebration on Monday, saying his trip to Manila was focused on securing programs and funding for Cebu City.
Archival said his visit included meetings with officials of the Boy Scouts of the Philippines (BSP) and Department of Budget and Management (DBM) Secretary Kim de Leon.
At the BSP National Headquarters, Archival joined BSP Eastern Visayas Region Chairman Noel Alicaya and Director Marvin Nicer in a meeting with BSP Secretary General Atty. Cedrick Train.
“We had a productive discussion on strengthening Scouting programs and creating more opportunities to develop responsible, service-oriented, and future-ready young leaders,” Archival said.
He also lauded the BSP for obtaining Global Support Assessment Tool certification.
“Congratulations to the BSP! I look forward to supporting initiatives that will continue to inspire and empower our youth,” he said.
Following the BSP meeting, Archival met with De Leon to follow up Cebu City’s request for assistance under the Local Government Support Fund. While he did not disclose details of the request, he underscored its significance.
“Once approved, this funding will help accelerate priority infrastructure projects, improve public facilities, and strengthen essential services for the people of Cebu City. Every meeting is another opportunity to bring resources, partnerships, and better services home to Cebu City,” Archival said.
Archival was absent from Cebu City’s official West Philippine Sea Victory Day ceremony at Plaza Sugbo on July 13, where the city commemorated the 10th anniversary of the 2016 Arbitral Award. Defense Secretary Gilberto Teodoro Jr. served as guest of honor and reiterated the country’s commitment to defending its maritime rights through international law.
His absence did not sit well with Osmeña, who expressed disappointment and accused the mayor of avoiding taking a clear position on the West Philippine Sea issue.
“Unfortunately, our mayor’s playing it safe. Doesn’t like to be here. Doesn’t like to be identified. I’m not that kind. I take a stand,” Osmeña said.
He added that he personally refuses to attend events hosted by the Chinese Consulate as a symbolic protest against Beijing’s treatment of Philippine officials.
Despite Archival’s absence, Teodoro described Cebu City’s observance of West Philippine Sea Victory Day as a meaningful demonstration of patriotism and national unity in defending the country’s maritime rights.
