CEBU, PHILIPPINES — The Social Security System (SSS) and the Bureau of Internal Revenue (BIR) have recently formalized a partnership to strengthen compliance with tax and social security laws, enhance data sharing, and improve public service delivery.
SSS President and Chief Executive Officer Robert Joseph M. De Claro and BIR Commissioner Atty. Charlito Martin R. Mendoza signed a Memorandum of Understanding (MOU) that establishes a framework for closer coordination between the two agencies.
Under the agreement, the SSS and BIR will work toward adopting the Taxpayer Identification Number (TIN) as a common identifier to improve data integrity, strengthen compliance monitoring, and simplify transactions for individuals and businesses.
De Claro said the partnership aligns the mandates and resources of both agencies to make government services more efficient.
He noted that taxes fund essential government programs, while Social Security contributions sustain SSS benefits for millions of workers, pensioners, and their families.
He added that closer coordination between the two agencies would make compliance easier and improve service delivery for Filipinos.
For his part, Mendoza said the agreement lays the foundation for long-term collaboration, stressing that its success will be measured through simpler processes, stronger coordination, better-informed decisions, and more effective public service.
Meanwhile, the SSS also announced a separate partnership with Standard Economics to support the development of the proposed SSS LoanLite Program, a digital microloan facility that aims to provide members with faster, safer, and more affordable access to short-term financial assistance.
The agreement will leverage Standard Economics’ Economic Superintelligence platform, which uses artificial intelligence, digital payments, blockchain technology, and fraud prevention tools to improve loan processing and security.
De Claro said the initiative supports the government’s push for digital transformation and financial inclusion by enabling faster loan disbursement, lower transaction costs, and enhanced security for SSS members.
He added that the project also aligns with the administration’s goal of attracting investments and modernizing public services through technology.
