Barangay officials told: Refrain from gambling

CEBU CITY, PHILIPPINES Barangay officials and employees are now told to strictly comply with the Civil Service Commission (CSC) resolution, which prohibits government personnel from engaging in gambling of any kind, following an approved resolution by the Cebu City Council.

The measure, authored by Councilor Sisinio Andales, emphasizes that grassroots leaders must embody integrity and accountability in their conduct.

“RESOLVED, to strongly urge all barangay officials and employees to strictly adhere to CSC Resolution No. 2600111 by refraining from any form of gambling activity, whether physical or online, at all times, and to serve as role models of ethical conduct in their communities, ensuring that their actions reflect honesty, accountability, and dedication to public service,” part of the approved resolution reads.

CSC Resolution No. 2600111, promulgated on January 19, 2026, is a comprehensive policy that bans government officials and employees from participating in gambling activities, whether inside or outside the Philippines, during or beyond official working hours.

It covers casinos, gambling houses, online platforms such as e-bingo and e-sabong, and even informal or social betting.

The resolution makes it clear that mere presence in gambling establishments, unless officially authorized, is considered a violation.

Sanctions are progressive, from a reprimand for the first offense, to suspension for the second, and dismissal for the third, as provided under the 2025 Rules on Administrative Cases in the Civil Service.

The CSC stressed that gambling undermines financial stability and impartiality, exposing officials to risks of bribery, extortion, and corruption.

They added, even the perception of public servants participating in gambling can erode public trust in government institutions.

While exceptions exist for games of chance conducted exclusively for charitable or civic purposes, participation must be consistent with ethical standards and must not create any appearance of impropriety.
